May

  • UCO begins other phases of Emergency Preparedness Operations and begins to shift the DRU website to an Emergency Preparedness Site.
  • The planning is completed to develop and put in place a permanent standing Emergency Preparedness Work Group
  • The UCO EPG (Emergency Preparedness Group) will be tasked with revamping the UCO Emergency Plan and all Emergency Policies and Procedures.
  • The DRU website continues to be reviewed as it is revised to the UCO Emergency Preparedness site.

April

  • The Mitigation Plan draft was delivered to OEM on March 31
  • UCO and Consultants work on other items waiting to receive comments from OEM.
  • The Mitigation Plan draft was forwarded to OEM based on a request by FEMA to begin review of the UCO Plan.
  • April 26 UCO became a sight for Mass Immunization Point of Distribution, and conducted a Mass Immunization Drill in conjunction with the Oklahoma County / Oklahoma City Health Department.

March

  • Consultant will make the revised changes and prep document for review by Oklahoma Department of Emergency Management (OEM)
  • Mitigation Plan document is forwarded to OEM for review

February

  • Consultant provides draft plan to UCO for review
  • UCO distributes plan to city, county and UCO for review
  • UCO reviews the plan and submits comments and changes no later than three weeks after receipt of the Draft Document

January

  • Consultant received comments from UCO to revise Mitigation Plan.
  • Exhibits were reviewed between Consultant and UCO with problem areas identified and corrected.
  • Consultant and UCO agree that it is time to do the Draft report.
  • The Time Line for submission of the plan will be revised next month.
  • Consultant has agreed to deliver to UCO 5 paper copies of the mitigation plan as well as the plan on CD.

December

  • 2nd public meeting [Hearing] a Report to the Public was held on December 6, 4:00pm, Cherokee Room, Nigh University Center, Second Floor.
  • DRU Plan is now 95% complete.
  • Information to develop final draft is being finalized for transmittal to consultant
  • Document will be forwarded to Oklahoma Department of Emergency Management (OEM) for review and comment some time in February.
  • UCO A&E Services has been developing final facility inventory information that includes all buildings on campus and occupant loads for those buildings.
  • Communication with the Consultants on data for the Plan including identifying areas where the plan requires information and plugging that information into the plan data base.

November

  • 6th and final meeting of the Technical Group was held November 1st.
  • 6th and final meeting of the Planning Group was held November 16th.
  • 5th and final meeting of the Advisory Group was held November 17th
  • (All meetings were held at 3pm in the Cherokee Room, Nigh University Center, Second Floor)
  • Research and data gathering continues and will conclude in December
  • Consultant met with DRU Coordinator by phone.
  • The Draft Mitigation Plan was downloaded and sent to various individuals for a preliminary review, there are still numerous data fields that need to be filled in.
  • Facilities data continues to be developed.
  • Scenarios on damage from major hazard was developed and forwarded to consultant.
  • Public contact was made through public presentations, one to the Edmond Chamber of Commerce on November 15th and one to Edmond's Best Business Club on November 29th.
  • Work on the DRU survey continues. The survey is approaching nearly 400 responses from students and added efforts are underway to get 400 staff/faculty responses and 400 responses from the community.
  • Surveys were delivered to 12 outlets on campus and to two locations off campus.

October

  • The 5th meeting of Technical Group was held October 4.
  • The 5th meeting of Planning Group was held October 26.
  • The 4th meeting of Advisory Group was held October 27.
  • (All meetings will be held at 3pm in the Cherokee Room, Nigh University Center, Second Floor)
  • Research on facilities is still in progress. A major portion of facilities data was delivered to the UCO consultant.
  • Student Body representatives met with the Planning Group on October 26.
  • Student Body representatives met with the Advisory Group on October 27.
  • October 4th, a presentation was made to the Edmond Summit Rotary Club about the DRU project and its impact.
  • Visual Risk Technologies visited UCO October 3rd and 4th and attended the Technical Work group meeting.

September

  • The 4th meeting of Technical Group was held September 13. The group received a briefing from the Oklahoma Climatological Survey from the University of Central Oklahoma.
  • The 4th meeting of Planning Group was held September 21. The group received a briefing on Oklahoma Weather and statistics from the Oklahoma Climatological Survey.
  • (All meetings will be held at 3pm in teh Cherokee Room, Nigh University Center, Second Floor)
  • Research into historical data for both natural and manmade events was completed.
  • The Consultant met with the DRU Coordinator several times over the phone and via computer links.
  • The Mitigation Plan reached about 70% of completion.
  • The DRU Coordinator developed information for the DRU Consultants, Visual Risk Techonologies, Inc., to insert into the mitigation plan.

August 2005

  • The third meeting of the Planning and Technical Groups were held. The Technical Group met on August 2, and the Planning group, August 17. Both groups dealt with UCO goals and objectives for mitigation and have begun the process of looking at mitigation projects.
  • The Advisory Group was not scheduled to meet this month.
  • The DRU Project hired a researcher and research is now ongoing into the historical record of disasters in and around UCO and Edmond.
  • The DRU Coordinator held an online meeting with Visual Risk Technologies, Inc., the UCO DRU Consultant to write the DRU Plan.
  • Public relations plans were made to introduce the DRU Project in September to the UCO Student body as part of Emergency Preparedness Month.
  • Information was passed to the DRU consultant to assist the consultant in development of a preliminary outline of the Mitigation Plan.

SYRACUSE UNIVERSITY, NY – On Labor Day 1998, a severe windstorm in central New York State damaged many buildings, trees and utilities on the Syracuse University campus, forcing the closure of some residence halls and relocation of 600 students. The cost of repairs to roofs, windows and masonry, as well as a large debris clearance bill, drove the damage figure to more than $4 million.

July 2005

  • Visual Risk Technologies, Inc.(VRT), of Nashville, Tennessee the Consultant to write the UCO DRU Mitigation Plan, began work by meeting with key UCO and City of Edmond Personnel. VRT spent time with UCO President, W. Roger Webb; Executive Vice President, Steve Kreidler; City of Edmond Fire Marshall, Chief Tim Wheeler and others. Additionally, VRT met with members of the UCO Planning and Advisory work groups.
  • The 2nd meeting of all DRU work groups took place: Technical Group, July 12; Planning Group, July 20; and the Advisory Group, July 21.
  • All meetings were moved to, and held, at 3 PM in the Cherokee Room, Nigh University Center, RM 213.
  • Research Collected to date on hazards was turned over to VRT for use in the planning document.
  • The DRU program is being assisted by Dr. Nancy McClure, from the UCO College of Business, who will help the DRU Project with the personal input survey.
  • Public relations efforts will be boosted by the DRU Project from procuring the services of Carol Hartzog Communications in Edmond to help with public awareness and further development of the UCO web site.
  • The DRU Work Groups were able to arrive at a consensuses about Natural and Manmade Hazards faced by UCO.

May 2005

  • Ads were placed in all major metro newspapers announcing the DRU public meeting.
  • The final self mailing DRU Brochure was printed and distribution implemented.
  • The First public hearing for the UCO DRU was held May 24, at 4:30 PM, in the Will Rogers Room at the Nigh University Center, RM 421
  • Research is ongoing.
  • Public relations centered on the Public Hearing. The DRU and UCO received good press from this event. See story in News section.
  • All DRU Work groups were notified of meeting schedules, and the meeting schedule was appended to the DRU Schedule.
  • The RFP for a consultant to write the UCO Mitigation Plan was issued. There were six addendums to the RFP, most addressed to questions by prospective Proposers.
  • Mr. Mike Magee, interim Emergency Management Director for the City of Edmond, represented Edmond and UCO at the University of North Carolina DRU conference May 19-20 in Wilmington, North Carolina.

COLUMBUS, OH - On April 8, 2005, fire broke out in the Newman-Wolfrom Chemistry Lab consuming two lab spaces and two smaller office preparation rooms used by a professor and his team. The firefighters put out the flames on the fourth floor using water and foam. Then Physical Facilities Utilities and Maintenance divisions shut off the water because of broken pipes.

April 2005

  • Since August of 2004 UCO has planned for the beginning of operations of the DRU effort.
  • A web site for the UCO DRU was launched.
  • E-mail for the DRU is set up at dru@ucok.edu.
  • Organization of the working groups will be finalized next month.
  • Research relative to hazards is underway with the DRU Research Assistant in place and working.
  • An RFP for selection of a Consultant to write the DRU Plan has been developed and will be out for proposals from interested parties prior to middle of next month.
  • Meetings have occurred with the UCO Faculty Senate and the Student Government Association (SGA) to solicit support for DRU development and implementation. The Faculty Senate approved support for the DRU and SGA has put the DRU on the fall schedule for approval.
  • The DRU coordinator has attended FEMA training at Purdue University.
  • Coordination with the City of Edmond and Oklahoma County is in process.
